The rule
Farmland may be used temporarily, for up to ten years, for movable structures not fixed to the ground, without changing its designation. The regional agriculture commission decides within thirty working days.
Agricultural Land Protection Act, art. 21 (2), and its Regulation, art. 56 and 59a: temporary use for movable structures for up to ten years without a change of designation; decision of the regional commission, thirty working days, €102 fee.
Spatial Development Act, art. 56: a placement permit from the chief architect under the municipal ordinance, without a time limit on a privately owned plot.
Attention: Tsarevo lies within the Strandzha Nature Park and Natura 2000; the environmental inspectorate’s opinion comes first.

Capacity
A small plot near the beach: ten domes at 10 m spacing take about 2,000 m², a third of the land, with room for a reception and parking. Fewer units, higher rate, shorter walk to the sea.

The land does not become five times more expensive. The site on it does, because a working hospitality asset is valued by its income: operating result divided by a rate of return. At 7% it is worth more, at 10% less. The slider is there for that reason. Everything on this page is indicative, with ranges, and dated.
Domes with a hot tub in Bulgaria sell at €150–200, a glass dome near Sofia at €270. A kilometre from a famous beach justifies €200 at 45%.
